To replace the previous version of the bill with one that revises details but does not change the substance of the bill as previously described. The definitions in the final version are: "Cormorant damage" would mean "adverse impacts of double-crested cormorants on fish, including fish hatchery stock, wildlife, plants, and their habitats," and "Cormorant depredation order" would mean "the depredation order for double crested cormorants to protect public resources, 50 CFR 21.48, issued by the United States Department of the Interior, Fish and Wildlife Service.

To also include damage to man-made structures in the definition of "cormorant damage." In a recent House committee hearing testimony was given that cormorant guano had damaged a $75 million paint job on the Mackinac Bridge.
