Increase tobacco sale to minors penalties

To increase the penalties for selling tobacco to minors, from $50 to $100 for a first offense, $250 for a second offense, and $500 for a third offense within a year. If the sale is over the Internet or by mail order, the fines would be $500, $1,000 and $2,000, respectively.
