To replace the Agricultural Development Fund from which grants are given to entities involved in "value-added agricultural processing and production ventures" with a new revolving fund that would be used to also provide loans. This is related to the <a href="http://www.michiganvotes.org/2005-HB-5047">"21st Century Jobs Trust Fund"</a> passed in 2005, which authorized $5 million for this program as part of its $400 million in new debt.
