Revise worker’s comp injured athlete provisions

To limit the compensation to an injured professional athlete who is covered by the state workers compensation law (which means one whose average weekly wage is less than double the state average), so that it would be based on the presumption that the person is still capable of doing other work in the off-season, unless that presumption is successfully rebutted by the person.
