Limit fan sign restrictions in tax-funded stadiums

To prohibit the owner, operator, or leasor of a sports stadium for which 20 percent or more of the construction costs came from state or local taxes from prohibiting a fan to carry or display a sign, subject to a fine of $500 per incident. A fan could also sue for damages. This would not apply to a sign that obstructs the view of another individual, is obscene or pornographic, is a safety hazard, or occupies space beyond the area that the patron is authorized to occupy.
