Require reasonable prison news media access regulations

To require the Department of Corrections to establish reasonable policies regarding news media visits to prisons, and to allow prisoners to communicate with journalists with certain restrictions depending on the prisoner's status, allow prisoners working outside the prison to participate in an interview if approached by a reporter, and allow those inside the prison to be interviewed with advance arrangements.
