Revise certain parole requirements

To impose special requirements for parolees who were convicted of violent felonies or who are substance abusers. The latter would have to submit to two drug tests per month, and the former would be subject to a home visit from their parole officer in the first month after release, and a state Law Enforcement Information Network (LEIN) system check every month, which is the state's criminal record database.
