Revise cervid regulations

To impose additional regulations on privately owned cervidae producers (deer, elk, moose), including additional animal health regulations. The bill raises fees on these livestock operations, eliminates any new "hobby" class registrations (the other classifications are exhibition and ranch), and shifts the primary regulatory responsibility to the Department of Natural Resources from the Department of Agriculture.
