Revise TEDF road tax uses

To establish a new category in the transportation economic development fund (which is generally used to pay for transportation infrastructure projects related to a particular new plant or development). The new category would allow money from the fund to be used for "road development projects in suburban growth areas that either address infrastructure needs of that growth area or increase or improve the capacity of the existing road network within that growth area," or both.
