Make rules to borrow $80 million for local road projects

To establish eligibility criteria for a grant from the $80 million in new state debt proposed by Gov. Jennifer Granholm (see Senate Bill 1132 and House Bill 6003), which would be used to provide the matching funds requirement that local governments must come up with when they seek federal grants for local road construction projects. The bill would also require the Department of Transportation (MDOT) to determine additional eligibility criteria and submit to the legislature reports on projects funded through the program, and limit the amount of an individual grant to 25 percent of the amount of federal funds available for the project.
