2005 House Joint Resolution E

"Taxpayer Bill of Rights" amendment [TABOR]

Introduced in the House

Feb. 15, 2005

Introduced by Rep. Jacob Hoogendyk (R-61)

To place before voters in the next general election a Constitutional amendment prohibiting the legislature from appropriating more total spending in one year than was spent the previous year, plus an adjustment for inflation and population growth. This is similar to the “Taxpayer Bill of Rights” (TABOR) that was adopted by Colorado voters in 1992, and has been proposed in other states as well.
