Adjust revenue sharing formula

To revise a formula in the revenue sharing act so that in Fiscal Year 2005-2006 each city, village, and township would receive the same combined total of statutory and constitutional revenue sharing payments that it received during FY 2004-05. The bill also would provide for adjustments to the way payments are calculated should state sales tax collections fall below the forecasted levels.
