Revise fruit and vegetable grower cooperative marketing authority

To repeal the authority of the Department of Agriculture to promulgate rules related to the law authorizing the imposition of fees on commercial purchasers of fruits and vegetables, which are used for cooperative marketing. The bill would also transfer from the Department of Agriculture to the Office of Administrative Hearings and Rules the auhority to appoint hearing officers to hear complaints of violations.
