Establish statewide trauma care system

These include triage and patient destination protocols, classification of hospitals based on their trauma care capabilities, interfacility transfer regulations, communication systems, a statewide trauma data system, training and education of trauma care personnel, a statewide trauma care advisory subcommittee, a regional trauma network, and trauma injury prevention planning.
