Substitute offered

To replace the previous version of the bill with one that revises the authority by which the immunity is granted. This relates to whether the immunity granted to unpaid volunteers is based on "government immunity" or the "good samaritan" concept. The substitute also narrows the circumstances under which immunity would be granted to dangerous emergency situtations.
