Authorize township role in unpaved road speed limits

To allow the speed limits on unpaved roads in a township to be set as low as 25 miles per hour if an engineering and traffic investigation shows that a lower speed would be is reasonable or safe, and if the lower limit is approved by a vote of the township, the county road commission, and the state police.
