To prohibit minors from doing work on a volunteer construction project which is defined as "hazardous," including the use of power tools, woodworking machinery, or hazardous substances or other activities that would constitute a great risk of serious injury, including excavation, street construction, wrecking, demolition, and new commercial or new multiple residential construction.
