To create a Michigan public educational facilities authority with the power to borrow and make loans to school districts and developers for the construction of school buildings. The bill recognizes in statute the existence of an authority already in operation pursuant to Executive Order 2002-3.

To require any schools built with funding from the proposed authority to comply with the state “prevailing wage” law, which prohibits awarding contracts to contractors who submit the lowest bid unless the contractor pays "prevailing wages," which are based on union pay scales in a particular part of a geographic region. These wage rates may be above the market rate in other parts of the region.
