To replace the previous version of the bill with one which makes a number of changes. The substitute folds into the bill provisions of House Bill 6485, which recognizes the renaming of the Hoyt conference center at Eastern Michigan University as the Hoyt convocation center; House Bill 4035, which requires the store clerk to be charged with a violation for a sale to a minor in order for license holder to be charged; and Senate Bill 1010, which authorizes the Liquor Control Commission to issue additional resort liquor licenses for 2003 and 2004. It increases the liability of the sports complex for alcohol brought in by patrons, per the original purpose of the bill, and allows greater flexibility for resort hotels with regards to guests bringing their own alcohol, or sales and promotions by resort hotels which include alcohol (such as “gift baskets”).
