To create a state drug utilization review program and drug prior authorization program for recipients of public health care assistance. The program would require prior authorization before a drug not approved by a state drug utilization review board could be dispensed to a recipient of Medicaid or other low income health program. The board would be required to weigh the cost and benefits of a drug when considering it for inclusion on a list of drugs not requiring prior authorization.
