To codify in statute the provisions of a Constitutional amendment initiative that would allocate proceeds from the tobacco lawsuit settlement in fixed proportions to hospitals, research, anti-tobacco programs and other programs. It would also place the entities which would receive state money under the proposal under the Freedom of Information Act. These are the “Tobacco Free Futures Fund,” the “Tobacco Illness Care Fund,” the “Tobacco Settlement Research and Education Fund” and the “Senior Citizen Prescription Drug Assistance Fund.” The bill would only be effective if the initiative is adopted by the people in the November 2002 general election.
