To prohibit a governmental agency from providing electronic services (including phone, cable, internet, and others) from doing so if a private company is already offering the service, unless it holds public hearing and undertakes extensive disclosures, including cost/benefit analysis with an estimate of how much each individual taxpayer will end up paying, using full cost accounting for all direct and indirect costs, etc.
