To provide sentencing guidelines for the crime proposed by House Bill 5154 of attacking or harassing guide dogs or service animals. Injuring or killing a guide dog or service animal would be a felony punishable by up to five years in prison, and taking unauthorized control over a guide dog or service animal would be punishable by up to 10 years in prison.
