To create a state nuclear waste escrow fund. Certain fees levied under federal law on high-level nuclear waste generators and holders (generally nuclear power plants) would be directed into this fund, to be transferred on to the U.S. Department of Energy only after it has shown that a location for the long-term storage and permanent disposal of spent nuclear fuel and high-level radioactive waste is operating and accepting such materials. The bill is intended as a way to seek appropriate relief for the “Department of Energy's breach of its obligations to dispose of commercial spent nuclear fuel not later than January 31, 1998”.
