To authorize crime victim compensation for childcare or homemaking expenses which would have been incurred by a victim if the services had to be purchased in the market, rather than provided by a relative or friend. Current statute allows compensation for the cost of these services if they are purchased, but no compensation if they are provided at no cost by a friend or relative.
