To prohibit a local government which had not approved a Renaissance Zone extension without following the state approval process proposed by the bill from doing so after April 1, 2002. This refers to a current-law provision which expired on Dec. 31, 2001, requiring approval from the state administrative board. A local government which had extended the duration of a Renaissance Zone after Dec. 31, 2001 may possibly not have needed the administrative board approval (this is in dispute). The amendment makes clear that any extensions adopted after April 1, 2002 will definitely require approval, by making the new approval process retroactive to that date.
