2002 House Bill 5731

Introduced in the House

Feb. 21, 2002

Introduced by Rep. Mark Jansen (R-72)

To require the state treasurer to review the public pension and retirement systems of local units of government, not just the units themselves. Current review requirements apply to local governments and school districts, but not necessarily their pension systems. The bill would authorize the appointment by the state of an emergency manager if a public pension system is failing.

Referred to the Committee on Senior Health, Security, and Retirement

May 2, 2002

Substitute offered

To replace the previous version of the bill with a version recommended by the committee which reported it. The substitute incorporates technical changes resulting from committee testimony and deliberation. These changes do not affect the substance of the bill as previously described.

The substitute passed by voice vote

Amendment offered by Rep. Douglas Bovin (D-108)

To specify the fiduciary responsibility of an emergency financial manager appointed to run a failing public pension system.
