To authorize municipally owned electric utilities to join a Federal Energy Regulatory Commission (FERC) approved multistate regional transmission system organization. This is part of a national and state program to separate ownership of the electric utility distribution grid from the owners of power generating facilities, which is required to open the way for competition between power generators.
