To permit the Michigan Automobile Insurance Placement Facility, which is the joint underwriting "pool" maintained by auto insurers for the purpose of offering state-mandated no-fault auto insurance to drivers who may have a high risk profile or bad payment history, to disqualify from placing insurance with the facility agents who persistently violate its rules.
