To change the adoption code's division of putative fathers (generally non-biological, as in adoptions) from "do nothing" and "do something" fathers to a distinction between unwed "putative" biological fathers and all other putative fathers. A “do nothing” father refers to a father who has not established a custodial relationship nor provided support.
