To require the state treasurer to notify the legislative appropriations, tax and finance committees if the federal low income energy assistance program grant is not sufficient to fund all the energy assistance tax credits claimed in the state. The law authorizing the credit only requires federal funds to be used to pay for it, but does not prohibit an annual budget bill to appropriate state funds.
