This is the final cumulative scorecard for 2013, updated through 1/17/2014. The Michigan Tea Party Scorecard is published quarterly, and scores votes deemed to be on core tea party issues - fiscal responsibility, limited government, and private sector job creation. Most straight party line votes are excluded, as are "messy" bills with conflicting content. For more information see www.watchingmichigan.com. The scorecard is a public service of Independents for Responsible Government www.I4RG.com. NOTE: the vote on expanding Medicaid is intentionally included twice to give it the extra importance that it has with conservative citizens.

Senate Bill 78: SB 78 - Restrict "biological diversity" state land
Prohibit the Department of Natural Resources from designating an area of land specifically for the purpose of achieving “biological diversity," no longer require the DNR to manage forests in a manner that promotes "restoration"

House Bill 4369: HB 4369 - “Education achievement authority”
Codify in statute the powers and structure of a state “education achievement authority” (already created by means of an administrative “interlocal agreement”), which is an office in the Department of Education tasked with managing, overseeing or contracting-out the operations of public schools deemed to have failed academically.

Senate Bill 92: SB 92 -License pharmacy assistants
Impose licensing and regulation on pharmacy assistants with fees, continuing education requirements, test-taking mandates etc

House Bill 4139: HB 4139 - Eliminate "peace bonds"
Repeal section of criminal law authorizing judges to order a "peace bond" when an individual has threatened an offense. Concerns are that they have been used to abridge free speech.

Senate Bill 38: SB 38 - Wage garnishment for blight violations
Allow a local government to garnish the wages of a property owner who has failed to pay fines imposed by “administrative hearing bureaus”

Senate Bill 218: SB 218 -Extend water resource authorities
Eliminate the sunset on local water improvement resource authorities which levy taxes and divert other tax revenue to cover debt service

Senate Bill 345: SB 345 - State housing subsidy debt
Repeal requirement that MSHDA must scale back its debt from $4.2B authorizes in 2012 to $3.4B by Nov 1 2014. Net effect is to increase borrowing for taxpayer backed mortgage loan guarantees, subsidies, etc

Senate Bill 173: SB 173 - Ban local mandates on private employers
Preempt local governments from adopting ordinances or policies that require private sector employers to provide employee leave that is not required under state or federal law.

House Bill 4664: HB 4664 - Prison worker pension double dipping
Repeal sunset of 2012 law that “temporarily” allowed retired prison employees to simultaneously collect pension benefits and a paycheck, starting as young as age 51 in some cases.

House Bill 4669: HB 4669 - Increase ORV tax
Increase annual Off Road Vehicle (ORV)license tax from $16.25 to $26.25 for a license that does not authorize operation on state ORV trails, and $36.25 for one that does. This is one of several fee increases, which is another form of tax increase.

House Bill 4668: HB 4668 - Increase hunting & fishing fees
To revise the structure of hunting and fishing license fees in a manner that would increase license fees for most sportsmen. The House Fiscal Agency reports this would extract an additional $19.7 million annually from sportsmen.

House Bill 4665: HB 4665 - Extend and fill tipping fee increase
Extend until Sept. 30, 2015 a “temporary” increase from 7 cents to 12 cents on the per-cubic yard state “tipping fee” tax imposed on dumping in landfills, which was authorized by a 2011 law.

Senate Bill 175: SB 175 - Undo National Guard pension reform
Reverse a 2010 reform that eliminated "defined benefit" pensions for future Michigan National Guard commanders and their assistants, and instead provided 401k benefits. Restores generous state pensions of $78,000 to $133,000.

House Bill 4714: HB 4714 - Accept ACA Medicaid Expansion
Expand Medicaid eligibility to families and individuals up to 138 percent of poverty level as desired by the Affordable Care Act, contingent on some state conditions. This is a critical step in implementing ObamaCare and is strongly opposed by tea party groups.

Senate Bill 284: SB 284 - Homeheating welfare program

Senate Bill 271: SB 271 - Revise developer subsidy regime

Senate Bill 269: SB 269 - Extend corporate welfare
Extend to 2019 an annual $75 million earmark to a “21st Century Jobs Fund” created by Gov Granholm, which provides subsidies to firms or industries chosen by a board of political appointees.

Senate Bill 553: SB 553 - Extend specific "Renaissance Zone"
Eight year extension of the extensive tax breaks granted to residents and businesses in a particular "renaissance zone" located in Saginaw County. This is in addition to a previous seven-year extension.

Senate Bill 89: SB 89 - Revise car sales tax
Exempt from sales tax the value of a trade-in when buying a new motor vehicle, titled watercraft or recreational vehicle, but phase this tax break in over 24 years.

Senate Bill 443: SB 443 - End automatic tax increase
Revise a provision that requires school property taxes be raised to pay off lawsuit-related judgments against a school district. It does not apply if the lawsuit was to enforce a school employee union contract or other contract that specifically relates to school operations.

House Bill 4688: HB 4688 - Repeal dietitian license mandate
Repeal 2006 law requiring licenses for dietitians and nutritionists. 2006 mandate was never implemented or enforced.
