To impose a state permit mandate on sand and gravel mining, which is done locally in many places as part of ongoing road repair and reconstruction projects. This would preempt locally-imposed restrictions and permit mandates (with exceptions), but also impose a $5,000 permit application fee and detailed state regulatory regime, restrictions and requirements similar to ones on mineral mining operations. This would also come with criminal penalties including a year in prison and $500,000 fine.
