To permit a Detroit employer to voluntarily register to withhold taxes of employees that are residents of the city. Also, to establish administrative procedures for certain business disputes arising from Detroit income taxes administered by the state. Under an agreement entered at the time of the Detroit bankruptcy, the state Department of Treasury administers the Detroit income tax.
