To eliminate the governor's ability to suspend the sale of firearms and to issue orders or rules providing for the "control of the possession, sale, carrying and use of firearms, other dangerous weapons, and ammunition" during a declared state of emergency. Also, to establish that when a state of emergency is declared, the governor does not have the authority to order the confiscation of lawfully possessed firearms.
