Require criminal background check for foster care license

To require an applicant for a license or a renewal of a license to operate a foster care home or foster care group home in the State to undergo a criminal history background check, prohibit giving a license if the person has been convicted of certain sex or other crimes, and require them to notify the state within 72 hours if an adult residing in the home is arraigned for certain criminal offenses.
