To give regulators in state departments the authority to issue “certificates of free sale” upon request to a plant grower or nursery. This would verify their products are “legally sold or distributed in this state and on the open market with the approval of the department.” The bill does not mandate producers get the certificate or ban sales by ones who have not.   Official Text and Analysis.
