To give state Natural Resources department regulators the power to impose emergency orders that require the owner of a structure or fill located on Great Lakes or other bottomlands to make repairs immediately if the structure or fill is in imminent danger of failure, or is threatening harm to public health, safety, welfare, property, or natural resources.   Official Text and Analysis.
