Revise posting of seasonal road weight limits

To require the state and local road agencies to post the names of the highways and streets that are not subject to seasonal load limit restrictions, rather than posting those that are. Agencies would be required to post the highways and streets that have no seasonal weight limits, or an electronic map showing these road.
