Establish workers disability benefit COVID presumption for first responders

To establish that for purposes of being eligible for workers compensation disability benefits, a "first response employee’s" who catches COVID-19 is presumed an employment-related personal injury. In addition to police, firefighters, and prison and jail guards, this benefit would be extended to emergency medical services personnel.
