2021 House Bill 4699: Permit mentally incapacitated spouses to charge rape

To revise the allowable defenses to criminal sexual conduct charges where the victim is the actor's spouse, by allowing a claim that that the charges are based solely on mental incapacitation (which can include drunkenness or drug use).   Official Text and Analysis.
