To repeal a <a href="/www.michiganvotes.org/2016-SB-853">2016 law</a> that preempts local governments from imposing regulations, restrictions or taxes on plastic grocery bags or other "auxiliary containers," defined as a disposable or reusable bag, cup, bottle, or other packaging.
