Let low level theft and vandalism perpetrators go with just a ticket

To revise a law that lets police issue an “appearance ticket” and release an offender for certain low level offenses (as is done with traffic tickets), rather than detaining and “booking” the individual. Under the bill police would not be permitted to detain and book a suspect for illegal drug use crimes, for misdemeanors or ordinance violations subject to fines or not more than 93 days in jail, or offenses that involve property theft or property damage. This would not apply if the person refuses to follow an officer's reasonable instructions, will not offer satisfactory evidence of identification, or if it appears likely individual would continue or resume committing the crime(s).
