To specify in detail what constitutes "adequate shelter" for a dog in a law that makes it unlawful to not provide adequate care to an animal that is under a person's custody. The bill would also make it unlawful to leave an unattended dog outside without shelter during "adverse environmental conditions" as it defines these, or fail to take the dog in the case of an "emergency evacuation".   Official Text and Analysis.
