To provide a “template” or “place holder” for a potential Department of Talent and Economic Development budget “supplemental” budget adding to fiscal year 2018-19 appropriations. This bill contains no appropriations, but may be amended at a later date to include them.   Official Text and Analysis.

With the recommendation that the substitute (S-3) be adopted and that the bill then pass.

To add $100,000 for emergency response costs incurred following a March tornado in Shiawassee County.

To appropriate $12 million in additional funds in the current fiscal year for various state departments and programs. This included $5 million each for marijuana regulation and services related to the 2020 census.

To adopt a substitute that adds additional spending authorizations to this budget bill; see House-passed version for more.

To add $2 million to fund implementation of the citizens redistricting commission authorized by a 2018 ballot initiative.

To forgive the debt owed to the state by a particular school district identified only by population.

To authorize spending an additional $28.7 million in the current fiscal year on various state departments and programs. Among other spending the bill authorizes $5 million each for marijuana regulation and for services related to the 2020 census. It also includes $10 million to compensate wrongfully convicted prisoners that was originally in House Bill 4286 and line-item vetoed by Gov. Whitmer because that was a "policy" bill, not an appropriation bill (which this one is).
