2018 Senate Bill 1243: Repeal legalization of home marijuana growing

To repeal the provision of the 2018 Proposal 1 recreational marijuana initiative that permits individuals to legally grow up to 12 marijuana plants, and instead impose a comprehensive licensure and regulatory regime on every aspect of this market, similar to the “seed to sale” licensure mandates imposed on medical marijuana growers, transporters and retailers in 2016. The bill would also reduce the excise tax on recreational marijuana from 10 percent to 3 percent. Because the bill would amend an initiated law approved by voters, passage would require a ¾ supermajority vote in both the House and Senate.   Official Text and Analysis.
