Ban low health insurance “actuarial” benefits

To prohibit health insurance policies or HMO contracts from including benefits that require the beneficiary to pay more than 50 percent of the price of a medical service, or benefits with a deductible that the insurer “reasonably knows will not be met by at least 80 percent of the insureds or enrollees”.
