Authorize appointment of vacated county executive office

To establish that if an elected county executive office becomes vacant due to resignation or death, the presiding or senior probate judge, the county clerk and the county prosecuting attorney are authorized to appoint a successor to fill the vacancy. The successor would serve until the end of the term or the next general election, depending when these will next occur.
