2011 Senate Bill 821: Revise state land ownership cap

Public Act 294 of 2012

Introduced by Sen. John Moolenaar R-Midland on November 10, 2011
To require rental boats to get government inspections annually, except for non-motorized canoes, kayaks or rafts, which would be subject to inspection every three years. Under current law, all inspections are required annually. Note: The rental boat inspection changes were enacted in House Bill 5164, and the House used this bill instead as a "vehicle" to amend a recently passed cap on state land ownership (see Senate Bill 248).   Official Text and Analysis.
Referred to the Senate Outdoor Recreation & Tourism Committee on November 10, 2011
Reported in the Senate on March 6, 2012
With the recommendation that the substitute (S-3) be adopted and that the bill then pass.
Substitute offered in the Senate on March 21, 2012
To replace the previous version of the bill with one that eliminates the inspection mandate on non-motorized rental boats.
The substitute passed by voice vote in the Senate on March 21, 2012
To eliminate a requirement that rental boats that are non-motorized, including canoes, kayaks or rafts, must get government inspections. The bill would slightly increase the fees for annual rental motorboat inspections, and revise other details of boat rental regulations.

To repeal a recently enacted state land ownership cap (see Senate Bill 248).
The amendment failed by voice vote in the House on July 18, 2012
To establish that a recently enacted cap on the amount of acres the state can own (see Senate Bill 248) will remain in effect only until the state adopts a “strategic plan” for state land ownership. Also, to clarify that canoes and kayaks longer than 20 feet are included in a recent repeal of inspection mandates on rental canoes and kayaks (see House Bill 5164).
