To create a government “prescription drug pricing board and prescription drug affordability stakeholder council” comprised of political appointees and individuals representing various interests, with the power to impose “upper payment limit” price controls on prescription drugs that a “prescription drug product purchaser or third-party payer” (insurers and social welfare agencies) may not purchase, bill, or reimburse.
